Joyce Hunter is the Acting Chief Information Officer and the Deputy Chief Information Officer for Policy and Planning for the Department of Agriculture.  With over 30 years’ experience in the information technology industry, Ms. Hunter has demonstrated a strong ability to build and sustain relationships with public/private stakeholders, and develop and lead innovative projects and inter-agency initiatives.  As the Deputy CIO for Policy and Planning, she provides executive leadership and strategic direction over the Technology Strategic Plan, Capitol Planning, Enterprise Architecture, e-Government, Policy, IT Governance, Geospatial technology and IT Workforce Planning.  As the Chief Information Officer, Ms. Hunter is the chief advisor to the Secretary and other senior executives on all aspects of sustaining and developing new automation initiatives and information systems technology.

Ms. Hunter previously served as the CEO of Vulcan Enterprises, an IT service and strategic planning consulting organization, where she provided executive advisory services, industry and federal business intelligence, policy evaluation and analysis, business IT alignment and strategic business consulting.  The last 15 years prior to her appointment at USDA, Ms. Hunter’s career has been dedicated to addressing the increasingly complex demands on the federal and commercial health community with Lawson Software, Apptis and the consulting division of Computer Science Corporation (CSC). She previously served over 10 years with Lotus Development Corporation, rising to the level of Global Account Manager supervising the portfolios of Marriott International and Ernst and Young International.  Ms. Hunter earned a BA from Villanova University and an MBA in Marketing from the University of Pennsylvania, Wharton School of Business, has a certificate in Emotional Intelligence and is a Wharton Fellow.
